Marriage in Turkey: Is It Recognised in Russia?

An international marriage is more than the union of two people. It also brings together two different legal systems.

For Russian citizens marrying in Turkey, one of the first questions is whether their marriage will be legally recognised in Russia.

The good news is that, in most cases, there is no need to register the marriage again.

When Is a Turkish Marriage Recognised in Russia?

Under Article 158 of the Family Code of the Russian Federation, a marriage between a Russian citizen and a foreign national, concluded outside Russia in accordance with the laws of the country where it was registered, is generally recognised as valid in Russia.

However, the marriage must not involve circumstances prohibited under Article 14 of the Russian Family Code.

These include:

  • Either spouse is already legally married to another person.

  • The spouses are close relatives.

  • One spouse is the adoptive parent of the other.

  • Either spouse has been declared legally incapable by a court due to a mental disorder.

Living together without officially registering a marriage does not, in itself, prevent a person from entering into a legally recognised marriage.

Do You Need to Register Your Marriage Again in Russia?

No.

If your marriage was officially registered in Turkey in accordance with the applicable legal requirements, a second marriage ceremony or registration at a Russian civil registry office is not necessary.

However, there is an important distinction between legal recognition of a marriage and formal acceptance of the documents proving that marriage.

The marriage itself may be recognised by law, while the Turkish marriage certificate may require additional formalities before it can be submitted to Russian authorities.

What Is an Apostille and Why Is It Necessary?

Both Turkey and Russia are parties to the Hague Convention of 5 October 1961, which abolished the requirement for traditional consular legalisation of foreign public documents.

As a result, documents issued in Turkey can generally be authenticated for use in Russia through an apostille.

The usual procedure involves:

  1. Obtaining an official Turkish marriage certificate, such as the international marriage registration extract known as Formül B.

  2. Obtaining an apostille from the competent Turkish authority, such as the district governor's office (Kaymakamlık).

  3. Preparing a Russian translation of the document.

  4. Having the translation properly certified, typically by a Russian notary or an authorised Russian consular office.

Once these formalities are completed, the document can generally be presented to Russian government institutions.

The precise requirements may vary depending on the receiving authority and the type of document.

When Might You Need Your Marriage Certificate?

Official proof of marriage may be required in various situations, including:

  • Registering the birth of a child and handling related documentation.

  • Applying for government benefits or social assistance.

  • Establishing inheritance rights.

  • Completing certain notarial procedures.

  • Resolving property ownership and family-law matters.

Each institution may have its own requirements regarding document format, translation and certification.

Is Consular Legalisation Required?

For Turkish marriage certificates intended for use in Russia, traditional consular legalisation is generally unnecessary.

Because both countries participate in the Hague Apostille Convention, the apostille procedure provides a simpler means of authenticating public documents.

Consular legalisation remains relevant in other international circumstances where the applicable legal framework requires it.

What Should International Couples Remember?

A marriage does not lose its legal validity simply because it was registered outside Russia.

What matters is that the marriage was concluded in accordance with the relevant national legislation and that no legal impediments prevent its recognition under Russian law.

Properly prepared documents can make future administrative, legal and family matters significantly easier.

For couples building a life between Turkey and Russia, understanding these details is an important part of planning a secure future together.
