Residence Permits in Turkey in 2026: What Tenants and New Property Owners Need to Know

A home by the sea may be rented or owned. But does either give you the right to stay in Turkey beyond the usual tourist period? We explore why first-time applicants sometimes receive just six months, how rental-based applications are assessed, and what changes when you own a property.

Residence Permits in Turkey in 2026: What Tenants and New Property Owners Need to Know

Turkey has long been more than a holiday destination for many people. Some rent apartments for the winter, others buy homes for family holidays, and many spend several months here each year, gradually settling into a different rhythm of life.

Yet having a home in Turkey and having the legal right to reside here are two different things.

In 2026, this distinction matters more than ever. Both tenants and new property owners may face additional questions from the immigration authorities, a shorter initial permit than expected, or requests to demonstrate the genuine purpose of their stay.

Their legal circumstances, however, are not the same.

Two People. Two Homes. Two Different Grounds for Residence

Consider two situations.

The first. A family rents an apartment in Antalya for a year. They plan to spend the winter and spring in Turkey, explore the coastline and return home in the summer.

The second. A family purchases an apartment in Fethiye. The title deed is registered, the keys have been handed over, and the owners intend to spend several months here each year.

Both families have a legitimate right to occupy their homes.

But neither rental nor ownership automatically establishes the right to obtain a residence permit.

The first family may apply for a short-term residence permit for tourism purposes. The second may qualify for a short-term residence permit based on property ownership, provided the applicable requirements are met.

A property owner who does not meet the conditions for an ownership-based permit may still consider a tourist residence permit if their actual purpose of stay is genuinely tourism.

Having a home is a fact. Qualifying for residence is a separate legal question.

Part I. If You Rent a Property

Can you obtain a tourist residence permit with a rental agreement?

Yes. Turkey continues to provide short-term residence permits for tourism purposes, and applicants may reside in rented accommodation with the appropriate documentation.

However, a rental agreement establishes where someone intends to live. It does not guarantee approval.

The immigration authorities assess the purpose of the stay, its expected duration, the supporting documents and the applicant's individual circumstances.

For example, someone planning to travel around Turkey for six months, using a rented apartment as a base and demonstrating sufficient financial resources, is in a different position from someone intending to live permanently in the country under the description of tourism.

The decision depends not only on the lease but also on whether the stated tourist purpose is adequately supported.

Why are some first-time permits issued for only six months?

This is one of the questions tenants ask most frequently.

The rental agreement runs for twelve months. Health insurance covers an entire year. Yet the residence permit is granted for only six months.

Does this mean a new rule has been introduced?

No. As of October 2026, there is no confirmed general regulation requiring all first-time tourist residence permits to be issued for exactly six months.

Turkish legislation allows short-term residence permits to be granted for longer periods, but the actual duration is determined when the application is assessed.

A six-month permit may reflect the proposed travel period and the applicant's circumstances. However, without examining an individual case, it is impossible to establish precisely why the authorities selected that duration.

There is another important point: a six-month permit does not guarantee an extension.

How realistic is approval with a rental agreement in 2026?

Positive decisions still occur.

Real estate companies operating in Alanya have reported cases in which tenants initially received six-month tourist residence permits and subsequently obtained extensions.

These accounts, however, are individual examples rather than official statistics.

Online discussions, including Reddit communities, contain both reports of successful applications and accounts of additional documentation requests, uncertainty and refusals.

The overall picture is mixed.

Some applicants receive permits, while others encounter questions about their tourist purpose, financial resources or registered address.

There is insufficient publicly available official data to establish a reliable approval rate specifically for tourist residence permits supported by rental agreements in 2026.

For this reason, promises of guaranteed approval based solely on a notarised rental contract should be treated with caution.

What tenants should check before signing a lease

Before entering into a long-term rental agreement, consider the following:

  • Whether foreign nationals can register at the property's address.

  • Whether your genuine purpose of stay corresponds to tourism.

  • Which documents are required for a first-time application.

  • Whether you can adequately demonstrate financial means.

  • What happens to the rental agreement if your residence permit is refused.

The final point is often overlooked.

A tenant may pay a deposit and several months' rent before discovering that their residence application has been rejected.

It is therefore sensible to understand the immigration implications before making significant financial commitments.

Part II. If You Have Purchased Property

Does owning property entitle you to a residence permit?

Property ownership may provide grounds for a short-term residence permit in Turkey.

However, buying an apartment does not automatically entitle the purchaser to one.

Ownership-based residence permits are subject to separate requirements relating to both the property and the applicant.

Under the administrative requirements applied to new applications since 16 October 2023, a minimum residential property value of USD 200,000, or its equivalent, has been used regardless of the city.

The purchase date, valuation documents, land registry records, residential designation and current immigration requirements all need to be considered.

Purchasing a property worth USD 200,000 does not, by itself, guarantee a residence permit. All applicable conditions must be satisfied.

Properties acquired before the change may be subject to different considerations or transitional arrangements.

Buyers should therefore verify how the requirements apply to their particular transaction rather than relying solely on the advertised purchase price.

Why might a property owner also receive only six months?

The duration of a residence permit is not determined by how long someone owns their property.

Even if an apartment has been purchased outright and the title deed is registered, the immigration authorities determine the duration of the permit.

They may consider the submitted documentation, insurance coverage, intended period of residence and other relevant circumstances.

A new owner may therefore receive a shorter permit than expected.

However, there is no basis for claiming that six months is a mandatory initial period for every new property owner.

What if the property is below the required value?

This is one of the most important questions for buyers.

If a property does not satisfy the requirements for an ownership-based residence permit, possession of a title deed does not override those conditions.

A person with a genuine tourist purpose may consider applying for a tourist residence permit instead.

But this is a different legal basis.

In that situation, the owned property may serve as evidence of accommodation, not as an automatic entitlement to a tourist residence permit.

This distinction is frequently misunderstood.

Someone may buy an apartment expecting to spend unlimited time in Turkey, only to discover later that the property's value or other characteristics do not meet the conditions for the intended residence category.

What new property owners should verify

Before submitting an application, it is important to establish that:

  • The property is registered for residential use and meets the requirements of the relevant permit category.

  • The title deed and ownership documents are correctly issued.

  • The property's value and supporting documentation meet the applicable conditions.

  • The address is not subject to restrictions affecting the intended registration.

  • The applicant has prepared the remaining required documentation.

If the purchase has not yet been completed, residence eligibility should ideally be examined before paying a deposit rather than after receiving the keys.

Part III. What Tenants and Owners Have in Common

The address may matter more than the agreement

Both tenants and property owners must consider restrictions affecting foreign nationals' registration in certain areas of Turkey.

The applicable rules may depend on the specific address and the type of application.

It is not always possible to determine eligibility from the name of a city or neighbourhood alone.

Even within the same popular coastal destination, the situation may vary.

The current status of an address should therefore be confirmed with the relevant authorities before renting or purchasing.

Can a residence permit be extended after six months?

Yes. Turkish law provides a procedure for extending short-term residence permits.

As a general rule, extension applications may be submitted during the final 60 days of the existing permit and must be made before it expires.

However, an extension is not automatic.

For tenants, the continued existence of a genuine and adequately supported tourist purpose is particularly important.

For owners holding property-based residence permits, maintaining the qualifying ownership and meeting the other applicable conditions is essential.

Two people who initially receive identical six-month permits may therefore have very different prospects when applying for an extension.

What happens if an application is refused?

A refusal does not automatically cancel a tenant's rental agreement or deprive a property owner of ownership rights.

However, it does affect immigration status and the legality of remaining in Turkey.

Applicants should carefully review the official decision, establish the applicable deadlines and appeal procedures, and avoid assuming that a rental contract or title deed automatically permits continued residence.

The appropriate next steps depend on the circumstances of the individual case.

What Has Changed by Autumn 2026?

The most important development in recent years is not the disappearance of short-term residence permits, but the growing importance of distinguishing between the different grounds for residence.

Renting a home does not automatically create a right to long-term residence.

Buying a property does not always create that right either.

Tourist residence permits remain an established legal category, but applicants must substantiate the relevant purpose of their stay. Property-based permits operate under separate requirements.

Reports of six-month approvals do not establish that this has become a mandatory duration for all applicants.

And the experience of a friend who obtained a permit a year ago may not necessarily reflect the circumstances of a new application today.

A Home Is a Beginning. The Right to Stay Is a Separate Decision.

You may find an apartment overlooking the sea, discover a neighbourhood that feels right, become accustomed to the morning light on the terrace and begin imagining another chapter of your life there.

Yet between choosing a home and being able to spend as much time in it as you wish lies a legal distinction.

For tenants, it begins with the genuine purpose of their stay.

For property owners, it begins with establishing whether their property meets the conditions for the intended residence permit.

In both cases, the best time to understand the rules is before signing an agreement.

Because a sound property decision should take into account not only where you want to live, but also the conditions under which you can remain there.
